Kan must change tack to regain public support
内閣支持率２５％　「有言不実行」へのいらだちだ（12月7日付・読売社説）

The public approval rating for the Cabinet of Prime Minister Naoto Kan has sunk rapidly to alarming levels.
　菅内閣の支持率が、見る間に低下し、「危険水域」に入った。

The ebbing popular support apparently reflects the people's irritation over the Cabinet's failure to deal with domestic and diplomatic issues properly.
　外交、内政の課題をきちんと処理できないことに対する国民のいらだちの表れではないか。

According to the latest Yomiuri Shimbun opinion survey, the approval rating has declined to 25 percent. In other words, only one out of four people support the Cabinet. The disapproval rating, on the other hand, has shot up to 65 percent.
　読売新聞の世論調査で内閣支持率が２５％に下落した。４人に１人の支持しかないことになる。不支持率は６５％と跳ね上がった。

The primary reason for nonsupport is "lack of leadership by the prime minister"--chosen by 36 percent of the respondents. The results raise a big question over whether the Cabinet will be able to deliver on its promise made six months ago at the time of its inauguration to become a "true-to-its-word cabinet."
　不支持の理由の第一が「首相に指導力がない」で３６％だった。発足後半年を迎える「有言実行内閣」に大きな疑問符がついた形だ。

Public discontent over the government's economic policy is deep-seated.
　経済政策への不満も根強い。

The Diet has passed the 4.8 trillion yen supplementary budget for the current fiscal year, which incorporates measures to deal with the strong yen and deflation. But a staggering 83 percent answered "no" in response to a question on whether the Cabinet "has dealt with the current economic situation appropriately."
　円高・デフレ対策を盛り込んだ４兆８０００億円超の補正予算は成立したものの、「今の経済情勢に適切に対応していない」と答えた人が８３％にも上った。

Lack of leadership

Public dissatisfaction is not due to the sluggish economy alone. It reflects criticism of the government over its failure to come up with effective policies to tackle the dire fiscal condition and social security issues. Thus, the survey clearly showed the public wants the government to promptly carry out drastic measures on these issues.
　景気低迷への不満だけではあるまい。財政の危機的状況や社会保障政策の問題を放置していることへの批判だ。抜本的な手を早く打つ必要があるという国民の意思が示されたとも言えよう。

Opinion is divided within the ruling Democratic Party of Japan over whether the country should take part in the multilateral negotiations for the Trans-Pacific Partnership agreement on free trade. But the survey showed a strong majority--60 percent--wanted the country to make a bid to join the TPP framework.
　政治問題化しつつある環太平洋経済連携協定（ＴＰＰ）への参加については、与党内で賛否が分かれている。だが、国民の６割はＴＰＰ参加に賛成だ。

If Kan succeeds in unifying intraparty opinion in favor of participation in TPP negotiations based on the public will as shown in the survey, he will be able to halt the skid of his Cabinet's support rate.
　こうした声を背に首相が民主党を一本化できれば、支持率低下に歯止めがかかるのではないか。

His lack of leadership is viewed by the public as a reason that little progress has been made in addressing the political funding scandal involving former DPJ President Ichiro Ozawa. An overwhelming 86 percent of the respondents answered that the Cabinet "fails to deal with the matter appropriately."
　小沢一郎元代表の「政治とカネ」の問題が進展しなかったことも指導力不足が原因と見られている。民主党が適切に対応していないという人は、実に８６％だった。

An analysis of the results of surveys taken since the inception of the Cabinet in June shows that the approval rating moved upward when Kan took a clear stance to distance himself from Ozawa. Whether he can move ahead on the Ozawa issue could be the key to restoring the Cabinet's approval ratings.
　菅内閣発足後の世論調査の推移をみると、首相が「脱小沢」路線を鮮明にした時、支持率は上向く傾向がある。小沢氏の問題を早急に前進させることが、支持率回復のカギとなろう。

Asked whether the issue of relocating the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture can move toward a solution under the Kan administration, a resounding 85 percent responded negatively. Kan and former Prime Minister Yukio Hatoyama bear heavy responsibility for having compounded the issue to the extent of the deadlock we face today.
　米軍普天間飛行場の移設問題が、菅内閣で解決に向かうと思わないという人は８５％にも達した。ここまで問題をこじらせた鳩山、菅両首相の責任は極めて重い。

Wrong choice

To help reconstruct diplomacy vis-a-vis China and Russia, it is urgent to bolster the Japan-U.S. alliance. Despite this, Kan is seeking the Social Democratic Party's cooperation in the Diet although the SDP opposes the Japan-U.S. agreement on Futenma relocation. It is really unreasonable for him to do so.
　中国、ロシアとの外交を立て直すためにも、日米同盟の強化が急務である。それなのに、普天間問題の日米合意に反対する社民党に協力を求めるのは筋違いだ。

Asked which party they would vote for in the proportional representation bloc if a House of Representatives election were held now, 26 percent picked the Liberal Democratic Party, surpassing the 22 percent who chose the DPJ.
　衆院選が行われた場合の比例選での投票先については、自民党と答えた人が、民主党より多かった。

The two major parties last saw such a reversal in their relative popularity levels in a similar survey taken during the sunset days of the Hatoyama administration. The situation surrounding the Kan Cabinet has thus become similar to that of the previous administration.
逆転したのは、鳩山政権の末期以来だ。状況が似てきている。

Kan will face tough challenges such as budget compilation for fiscal 2011 and tax reform. How can he deal with them? His leadership is being put to the test in this regard.
　菅首相は、これから予算編成、税制改革など指導力が問われる難問に直面する。どう打開するのか。

Making steady efforts to resolve the issues one by one could be the only way to regain the people's confidence. Kan must recognize this anew in steering his administration.
一つ一つ地道に課題を解決していくことが、国民の信頼を取り戻す唯一の道だ。そう再認識して、政権運営に当たるべきである。

ドイツの２０年―欧州統合への歩みに学ぶ

When the Berlin Wall came down, East Germans spilled into the streets and chanted, "We are one people." The outpouring of their longing for the freedom and prosperity of the West turned the wheels of history.
　ベルリンの壁が崩壊し、街に繰り出した旧東独の人々が叫んだ。「我々は一つの国民だ」。西側の自由と豊かさへのあこがれ。噴き出した人々の情念が歴史の歯車を動かした。

Germany's reunification, on Oct. 3, 1990, heralded a new era in contemporary history.
　１９９０年１０月の東西ドイツ統一は、現代史の新しい幕開けだった。

Celebrating the 20th anniversary, German President Christian Wulff noted: "In 1989 the East Germans chanted 'We are the people, we are one people.' This evoked a sense of national identity that had long been buried ... . Now, 20 years on, a new self-confidence has taken hold throughout Germany, a relaxed brand of patriotism, a frank assertion of belief in our country--a country that is aware of its great responsibility for the past and that is shaping the future accordingly."
　あれから２０年。統一記念式典で演説したウルフ大統領の言葉は印象的だ。
　「旧東独の人々の叫びが、眠っていた国民のアイデンティティーを呼び覚ました。２０年後のいま、この国には新しい自信、緩やかな愛国心、そして過去への大きな責任とともに、未来を担おうとの意識が生まれている」

We would say Germany has scored historic successes over the past 20 years.
　ドイツにとって、歴史的な成功を収めた２０年だったといえよう。

Back in 1990, Germany's neighbors were apprehensive about reunification. Although Germany engaged in deep soul-searching after its defeat in World War II, former victim nations had yet to fully get over their collective memories of the destruction caused by Germany in the two world wars and the unspeakable horrors of the Nazi death camps.
　当時、近隣国にはドイツ統一への警戒心が強かった。２度の大戦とユダヤ人虐殺。戦後ドイツが示した反省にもかかわらず、被害の記憶はなかなか消え去らなかった。

Aware of these sentiments, German leaders chose to incorporate their country into the multilateral cooperative framework of European nations which were striving to realize regional integration, even if that meant making some sacrifices.
　ドイツの指導者たちが取り組んだのは、地域統合をめざす欧州の多国間協力の枠組みに、代償を払ってでも自らを組み込むことだった。

Germany abandoned the Deutsche mark, which was Europe's strongest currency at the time, and agreed to adopt the euro. Germany also encouraged Poland, Czechoslovakia and other central and eastern European nations to join the EU as well as the North Atlantic Treaty Organization. These policies won the support of the rest of Europe and the United States and the acceptance of Russia.
　欧州最強の通貨だった独マルクを捨て、単一通貨ユーロの導入を認めた。ポーランドやチェコなど中東欧諸国を後押しして、欧州連合（ＥＵ）や北大西洋条約機構（ＮＡＴＯ）に次々迎え入れた。欧州諸国や米国はこれを支援し、ロシアも受け入れた。

Rather than allow itself to be swallowed up in the current of history, Germany opted to go with the times and lead the nation in a direction that would best serve the interests of its people.
　歴史の奔流に身をまかせるのではなく、国民の利益のため、流れに棹（さお）さして望ましい方向へ導いていく。

There is no question that Bonn's foreign policy, based on this position, has worked very favorably for the country.
そんなドイツの自覚的な外交戦略が大きな果実をもたらしたのは明らかだ。

As a result of the integration of European markets, more than 60 percent of German exports today are bound for Europe. Germany's highly competitive automobile and chemical industries are helping to prop up the European economy as a whole.
　欧州市場の一体化により、ドイツの貿易のうち対欧は６割を超えた。自動車や化学品など強い産業競争力が欧州経済を下支えしている。

In foreign policy, Germany maintains independent relations with the United States and Russia, and is also party to negotiations over the Iranian nuclear issue. Also, many German troops are on missions in Afghanistan and the former Yugoslavia to restore law and order.
　外交では、米国やロシアと自立した関係を築く一方、イランの核問題の交渉に加わっている。アフガニスタンや旧ユーゴスラビアの治安回復に多くの兵士が活動している。

Naturally, Germany is not without problems. The per-capita income of former East Germans is still only 70 percent of that of their West German compatriots, and the jobless rate is high.
　もちろん陰の面もある。旧東独の１人あたり所得は旧西独の７割で、その失業率は高い。

During the ceremony to mark the 20th anniversary of reunification, Wulff appealed to his countrymen to be more accepting of Turkish and other immigrants from the Islamic world.
ウルフ大統領は式典で、トルコなどイスラム系移民を社会に取り込む大切さを国民に訴えた。

What should the European Union do to reinforce its functions to overcome the problem of a single currency and fiscal concerns? How should the EU deal with conflict in the Middle East and the Iranian nuclear problem? The EU has an extremely important role to play in the international community.
　単一通貨ユーロや財政の不安を乗り越えるために、ＥＵの機能をどう強めるか。中東紛争やイラン核問題をどう解決していくか。ＥＵが国際社会で果たす役割は極めて大きい。

As a core EU member, Germany bears the responsibility of further advancing the integration of Europe and leading the way in resolving various global issues.
　ＥＵの中核メンバーとして、ドイツは欧州統合を深化させ、世界の課題解決の先頭に立つ責務がある。

This autumn, commemorative events to celebrate the 150th anniversary of the establishment of diplomatic ties between Japan and Germany kicked off in Japan. In Asia, a divided nation exists on the Korean Peninsula, and disputes over sovereignty and territory continue to flare elsewhere.
　この秋、日本で「日独交流１５０周年」の行事が始まった。アジアでは、朝鮮半島に分断国家が残り、領土や主権をめぐる摩擦が起きている。

Japan's circumstances are obviously different from Germany's, but there are many things we can learn from Germany.
　置かれた環境は異なるが、ドイツの経験に学べることは少なくない。

９月１日～５日までの５日間チャイヤプームの自宅に戻っていました。
チャイヤプーム滞在中に書いたミニエッセイです。

教え子がやって来た：

７年前までここチャイヤプームの超僻地村バーンノーンヤーコーンで生活していた。
毎年２回、子供達の学校が休みになる時期、スラチャイは自宅で子供達の学習を手助けしていた。学習科目は英語と数学、生徒は１０名くらい集まっていた。ここは貧しい農村、無償で奉仕した。
今日の午後、教え子の一人がうわさを聞きつけてスラチャイの自宅まで押しかけてやって来た。当時小学校４年生だった娘も今では１６才、見違えるような美しさをしている。身長１６０ｃｍ、体重は３５ｋｇくらいであろうか、スラリとした肢体に美しさが宿っている。スラチャイは息を呑んでこの娘の成長を見つめていた。娘がなつかしそうに挨拶してきた。私は娘の美しさに飲まれて生半可な返事を返すことしかできなかった。娘の名前はタック、数学が苦手で、当時スラチャイがどんなに一生懸命に教えても理解できなくて泣き出すこともしばしばであった。当時は気軽に抱っこしてあげた娘も、もはや私の手の届かない世界まで到達しているのを実感させられて少しだけ淋しい思いをさせられた。
わずか７年されど７年、歳月の重さを実感しました。

楽園の王様：

ここはタイでも気候が涼しくてとても過ごしやすい。ここではエアコンは不必要だ。
NHKの朝の連続ドラマ｢ゲゲゲの女房｣で水木しげるが楽園の間というのを自宅に作っている様子が放送されているが、ここはスラチャイにとってまさしく楽園の間、心休まる場所ではある。難点は超僻地ゆえに携帯電話の無線がここまでまだ到達していないこと。７ｋｍ離れた隣村まで電波は届いているので、ここにもやがて電波は到達するものと思われる。短気なスラチャイは無線のアンテナを購入、ここでインターネットができるように準備を行っている。次の休みにはここでインターネットができるはずだ。
１０００坪の敷地に囲まれて庭一面は果樹園と化している。
庭には放し飼いの鶏たち、朝は生みたての卵とアツアツのご飯で卵ご飯。
最高の贅沢、幸せですね。
娘たちが成長したら夫婦はここに戻り余生を楽しむ積もりです。
スラチャイはこの楽園の王様の地位をなんとか堅持できています。

花売り娘詐欺にご用心。
これからタイ旅行を計画されているかたは詐欺にひっかからないようにご用心ください。
最初の一言、No（ノー）が詐欺を逃れる唯一の方法です。
この他、タイ式三輪自動車トゥクトゥクやタイ式力車サムロ－なども要注意です。
先に料金を確実に交渉して置かなければ必ずぼられます。英語は通用しません。交渉はタイ語で。
安全なタイ式タクシー、タクシーメーターをお勧めします。
車の屋根の上にTAXI METERの表示が大きくなされています。
トゥクトゥクやサムロ－などに比べて確実に安く移動できます。

バンコクの観光スポット（エラワン・プーム）における献花（供物）代金の高額請求事案に関する注意喚起
（2010年9月2日現在）

１．最近，日本人旅行者から，「エラワン・プーム（バンコク都内の観光名所の
ひとつである通称エラワンの祠。ラチャプラソン交差点近く）に参拝したが，敷
地外にいた花売り（屋台）から献花用の花束（又は供物）を法外な値段で売りつ
けられた。」といった報告が相次いで寄せられています。

　事例は概ね次のようなものです。

（１） 参拝前に，入り口付近で人々の参拝の様子などをうかがっていると，そば
にいた花屋（屋台の売り子）から，「代金は（参拝の）あとでいいから，この花
を持ってまずお参りしなさい。」などと声を掛けられ，花束を手渡される。

（２）参拝を終えると上記（１）の売り子が近づいてくる。代金を尋ねると、5,000
～8,000バーツ（当館注：市価は数十バーツ～200バーツと見込まれる）を請求さ
れる。

（３）高額すぎるのではないかと訴え，交渉を試みると少しずつ値を下げるが，
多くの場合，市価の10～20倍の金額でまとめられてしまう。

２．エラワン・プームは，タイの中でも有数の観光スポットとして，また霊験あ
らたかな信仰の対象として日々参拝者が絶えない場所であるだけに，その周辺で
は，多くの観光客を狙い詐欺まがいの商売を繰り返す行商人があとを絶たず，今
後，同種の被害が増加することも懸念されます。

３．つきましては、同寺院付近で献花用の花や供物を購入する場合は、購入前に
料金を確認する等、被害にあわない様ご注意ください。

チャイヤプームの自宅では人を雇い庭の草刈と掃除を行いました。
それから屋根の一部が雨漏りしていたので村の大工さんに修理を依頼、ついでに雨水で腐りかかっている台所の扉を交換しました。
家族でチュラポーンダムに出かけ、動物園で楽しく過ごすことができました。
